I don’t know if they are. Honestly I feel like I generate less force with a pommel than with a dedicated thrust. I fight in unarmored leagues and we allow pommel strikes. I can’t recall any injuries coming from a pommel strike, but I can think of a lot from thrusts in general. Should be okay, especially with padding.
You can buy commercial pommels for rattan swords, usually out of brass or aluminum.
Since you said forge I assume a steel sword? I usually just use mild steel for pommels on the swords I make.

My advice, put a thrusting tip on the bottom so you can pommel strike.
This is the way. Otherwise you're limiting your options severely.

Our kingdom is running an experiment on thrusting tip on the bottom of single handed weapons as well as the tip of the weapon. (Middle)
Yes, thrusting tips are legal in every kingdom.
Just make sure it's threaded, to end your opponent rightly
