You have it figured out but actual answer is turn the heat down and don't go out to the movies while it simmers. Too high heat knocks starches around and steams off too fast, it needs to hydrate and cook.

when you eat rice for 3 meals a day, a rice cooker is very much worth it
I use a steamer one to one ratio and less water if cooking rice for fried rice
