On Lock Screen, long press to open Lock Screen editor. Then, scroll right and hit the plus button to add new. Select “photo shuffle” and then configure from there.
I found a way to solve this issue by linking the wallpaper of your choice to a custom focus just having the shortcut switch to that focus my bad about missing the spelling

Though I’ve figured out that my “original wallpaper”, which was carried over from iOS15, did apply the wallpaper from shortcuts.
So all I had to do was long press on the lockscreen and select the wallpaper all the way to the left.
Not sure if you can make it work if you deleted or overwrote that wallpaper.
You’re on the iOS 16 beta, that’s why. I’m also on the iOS 16 beta, and Shortcuts is buggy.

Also, you can do this using the wallpaper settings in the beta. You don’t need this shortcut anymore
