You are indeed correct that Ayatollah Khamenei, as the Supreme Leader, has the final say on all important matters of state but the President is more than a figure head and is more comparable to the role of Prime Minister in Russia or China; an administrator who runs the day to day of Government subject to the direction and approval of the Head of State.
Additionally, while understanding that “the Ayatollah” is generally used to mean the Supreme Leader, the title is a religious one that is technically separate from the position of Supreme Leader. Interestingly Raisi did refer to himself as being an Ayatollah but there had been some dispute about this within Iran including from Ayatollah Khamenei who referred to Raisi by a lesser title in his 2021 appointment of Raisi as President.
