I think it’s just that they both worked stone. Beards look different to me, along with the eyes and nose. The Dwemer’s forehead looks like part of a helmet or crown, while the Nord’s forehead has tattoos (likely honoring Mara)
Without doing any research, I think there is reference to a nord dwarf guy in a book in Morrowind. However, I could be making shit up. I advise looking over Morrowind books by the wiki
The Nordic one is probably a depiction of Shor or some Atmoran king.
The Dwemer one is probably a king, Numidium, ect...
I don't see them having too much (if at all) in relation regarding philosophy, religion, or stone masonry techniques or artstyle.
In the end, it could just be basic artistic expression from both cultures and doesn't mean anything save for the expression itself.
