You can become thane, but it doesn't give you a housecarl or access to property, just a weapon you'll never use.
It hearthfire allowed you to rebuild one of the destroyed houses in town it would be worth it. Which would be a nice small simple home alternative to Breezeholme
He has a very large hold that he mostly neglects.
3 buildings and a mine is all he seems to care about and barely. Probably the worst Jarl in Skyrim.
Order some lumber, rebuild some of the town at least.
Ask the college to maintain warming spells on the town so you can have a bustling thoroughfare without freezing to death and poof, Winterhold become a destination.
Make a small temple to talos in one of the rebuilt homes to attract pilgrims and thumb your nose at the Thalmor.
So much he could do just for the small town instead of sitting on his rear and whining about what once was.
Heck, maybe talk to Bolli in Riften and set up ice fishing huts for tourists and do some commercial fishing. No reason you can't build a 4th Skyrim port there.

What's the law on Jarl spouses sitting in their thrones?
The rules go that if the Jarl cannot muster the spirit to ask her to depart the throne, the jarldom passes to her.
By that logic I should be new the Jarl of Windhelm. Ulfric never asked me to depart his throne. 😆
I saw an imperial soldier walk out of the Ratway Cisterns earlier so I’m not surprised
