The blame lies in someone committing the dive to try to trick the refs, not the refs. It is a lack of athletic skill while supposedly being a professional at the sport.
Half the tactical fouls committed by the teams considered the best like City or Bayern or Real are basically just taking down an opponent player when you know there isn't time for your defence to get back in position.. That's due to a lack of athletic skill to stop the defender fairly too..

On this case the defender didnt touch him and he looks dumb, but it often works and the ref gives a foul even though the player was diving way before any contact happen.
