How does MLS league works? They have been playing games but the regular season starts now? And also the league cup is ongoing?

As it happens, the MLS cup final is in early December, so without shortening the season you couldn’t really have it any other way. Teams that miss the playoffs play for 1.5 months less though; again it’s a little weird
