There is definitely a case to be made for Neuer, but goalkeepers simply don't impact the game as much as Messi and Ronaldo did around 2014. His incredible career has already been recognised with several Balon D'Ors and other individual awards. The award is based on players that played for an UEFA Club under the UEFA banner over the criteria period. Hence why Messi is there. Not performances under UEFA Competitions.
