It's so close, good chance an absolute melt didn't know it was a disabled area when they lobbed it. Got to remember this is someone lobbing a flare at a group of people so their intelligence is already in question.
Also got the possibility someone who didn't bring the flare had a melt next to them and just though "fuck this flare, picked it up and chucked it away".
