It's not about dogs with owners, but a mixture of high preference to dogs (almost half of pets in LatAm are dogs), dogs in the street and old stadiums where dogs can enter via some shady corridor that someone forgot to properly lock the gate. For anyone wondering, Danubio is historically the 3rd or 4th biggest team in the country. On a more positive note, there are moments of great football and some very good matches in our league. But yeah, you don't see this in every other league.
