Exactly. Overpaying your mgr. is one thing, but the guy also needs to want to make the move. Perhaps they know about an unhappy situation behind the scenes... or perhaps it's just pure speculation.

Fulham could be a fun situation this summer. Sell Palahinha and reinvest.
We also have yet to reinvest the mitrovic money. If the papers are to be believed lots of teams are circling for Robinson and Andreas P. And while I'd prefer both stay, they'd both fetch a pretty penny if they were to go, so fulham could potentially have quite the battle chest this summer (the caveat being we really do *need* a refresh, especially if they all did leave, but even if they stay we are light in many positions).
Fulham are alot less volatile than forest. Their owner is abit of a loose Canon, and they be in a situation where they have to sell alot of assets to not fall foul play off FFP again, which is a worry Fulham don't currently have.
Moving to Forest would be a massive risk for Silva. The last time he moved for another team with an argument of a higher ceiling (although I'd definitely say Forest are not above Fulham in any pecking order in the modern day) is the Watford to Everton move, and the weight of that move tarred him for years. From how he speaks, and reflects, he seems very unlikely to want to make the same error.
I'd be worried about silva leaving if a team pushing for more CL football came in, like a Villa or a Roma, but not before.

Marco probably wants another shot at a bigger club, so I don’t expect him to stay with us forever, but I expect he’ll want something closer to Newcastle’s level when he does eventually go.
Yeah, I reckon he’ll see out his contract with us for the next couple of seasons and, provided there isn’t a catastrophe, I can see him heading off to a bigger club after that. Either in England or elsewhere in Europe.
