It is but Ramos likely wouldn't sign on it. If they were to try and sign him he'd likely have to sign on a DP contract that is low enough in salary that they can buy down the cap hit with TAM. I don't remember the exact number but he'd have to take something like 1.5 million per year or so to do that.
