I don't think they can sell them but if people ask me for an extra up and lid every once in awhile I'm happy to give them. I once had a teacher come in and ask for like 30 cups for a project and my supervisor let us do it. It probably varies per store though and I have no clue if we were actually allowed to do it lol
“Usually” we can give you extra cups- but I know we’ve had a bunch of cup shortages at various times throughout the summer where we were told not to do that. It just depends on the store and what their stock is.

At my store we give either short cups or tall cups.
