The real Sapphire is just a rock, and everything else is an illusion. Whether she puts legs on her physical form or not in any given instance is just as immaterial as she is. It's just something she projects in order to interact with the world. There is no "true form" for sapphire other than her gem. I think given how there's just as much evidence for her having legs as her not it's a situational thing. Remember all gems are hard-light projection computer things. It'd make sense her gem would alter her form to require the least amount of processing power while still performing the function. If she's wearing a full dress down to the floor she doesn't need detailed legs or feet. Just those concentric rings justifying her ability to move. On the other hand when she's wearing a skirt or pants her legs are shown and thus need to be rendered.
