Is it of sufficient age, sexual maturity, etc for its species that you wouldn’t be considered a pedo by the members of that species?
Can it consent in a verbal, written, or otherwise very clear and understandable way that couldn’t be easily misconstrued?
If it passes all 3 of these, it’s ok to bone them.
Examples:
The Sea Emperor from Subnautica
Al-An from Below Zero
Adult khajiit (including the quadrupedal variants like senche and senche-raht) from the Elder Scrolls franchise.
Every adult member of the sapient alien species in Mass Effect.

To provide an example of contrast, in Pokémon, certain Pokémon are shown to be incredibly intelligent (for instance, the IQ of your bog-standard Alakazam is calculated to be around 5000, Lucario can understand human speech and morals, etc), but most also can’t communicate via speech with very few exceptions, such as the mewtwo and meowth in the anime.
As a result, they’d fail the test unless they have another form of communication.
The trainers of the Pokémon are actually able to understand their Pokémon just not verbally. They can tell through their emotions, actions and body language what the Pokémon wants. So it’s communicating so it makes sense that marrying your Pokémon is cannon
