2, but there is no chrome tab opening off the screen.
clear out the chrome local profile, then reset their local profile
Have had trouble with virus scanners in the past causing Chrome problems like you describe - would recommend temp disabling the AV and see what happens.
Someone mentioned profiles, that would be my semi-educated guess as well. If you can run it in incognito mode, it isn't loading a profile.
Push them towards a proper browser... opera? Brave? Lol. Joking aside I've seen this with plugins... check what plugins are installed.
