The way his face is presented in the tattoo is more of a straight-on look, whereas the reference photo has the slightest side profile to it. With some extra lines and shading it could be improved to look more like Steve Carrell. I did a [quick n dirty](https://imgur.com/a/pIHyBTd) edit to show some improvements to it (bear in mind I’m not a tattoo artist). The edit is not perfect by any means.

It’s definitely the eye closest to the hand being super strange and sunken in-looking that makes the whole thing look off. If you put your thumb over it, the rest of the tat genuinely looks totally fine.
My girlfriend who loves the office guessed that it was Michael Scott when I showed her the pic and said guess who. So it def looks enough like him. She's a huge office fan tho. I personally feel it doesn't look quite enough like him...BUT that if you got the subtitles added:
1.) It would help ensure people knew who it was
2.) That would just be super dope. An actually cool meme tattoo
