There is nothing wrong with this, since most RDOs, lalo na if bago ang RDO chief or Regional Director or BIR Commissioner, talagang they meet their district's taxpayers or accountants. It's part of communicating their goals / targets and mission in the country's nation building. They recognize the importance of the Accountants in this role, kaya iniinvite.
It's usually in their program to have lunch meetings (in fairness sosyal pa nga kasi yung iba biscuit and kape lang haha).
However, medyo contradicting lang yung "we ENCOURAGE" at saka "attendance IS A MUST" hahaha.
Ganunpaman, walang mawawala if aattend ka, and if you think may "something", you can always refuse if it's against your core values , principlies, and company policy. Pero I highly doubt na magkakaroon nga bad "something" sa mga ganyan.
