Some years ago there was an illegal encampment in Montreal that Mayor Plante ignored and let grew. Eventually a propane tank caught on fire and the people there almost all died, and the fire dept finally went over the mayor's head to clear it.
Anyway, its not the protest that are illegal here, its the camps. You can't just fence and squat someone else's private land, and experience has proven that letting it happen is dangerous, moreso for the idiots doing it.
Canadian police are among the best paid in the world. And perhaps as a result, there aren't many of them. The police to citizen ratio in Canada is generally half or less than half what it is in Europe. And they have no actual backup other than the army, which is shrunken to a pitiful state, with half of it overseas. The Toronto Police department probably has more people with guns than the Canadian army does.
Perhaps as a result of this the police are generally reluctant to confront any large demonstration in case the demonstrators get violent and push back. They prefer to just let things run their course, let people get bored and go home.
Of course, if the demonstators are already violent, which is more likely to happen in Quebec than anywhere else, the police won't hesitate to bash heads.
