I think that developers don't really think about how communities will look from a map perspective. We can't perceive the shape of things from ground level. With that said, they definitely knew. I would have loved to have sat in on the city council meeting when they proposed the park design.
My parents started working with a landscape architect recently and yes, they probably did know when they were looking at the plans on the map because there is something vaguely dick shaped in my parents garden now and they also are well aware
