No these are rock bands whereas this was electronic with people probably never showing their faces. Kind of like Daft Punk but even then Daft Punk will come out in costume. Maybe this band or singular artist did perform in person but I don't think that's their style. Like, with most electronic music, you don't actually see the artists as you would with pop or rock, right? So like that.

Dang, I feel like I know the song you are talking about. I used to DJ for a living and when I first read your post I thought it was Satisfaction, but there are obvious clues that it is not that track (you later clarify it isn't), so Dirty Work immediately came to mind - but it wasn't the first thing that came to my mind, there is some other tune with a drill type sound in it from that era but a bit more pop EDM. Unfortunately, my recollection of it only makes me remember the place I was at when I heard the song with even less details than you have ;/
You are in a bad spot because a song popular enough to be on YouTube but not popular enough to have a video and with no other super unique details besides a "drill sound" and power tools... :(. Hopefully the era and genre is refined enough now for somebody else to get it.
