So according to Britannica there are approximately 41 blue moons in a century and 4 double blue moons. So about 40% of years have a blue moon while about 10% of blue moon years are double.

I dont know if it could happen mathematically. The first definition has to happen on 1st and 31st and the second would have to allow for another full moon before the 20/21st.
