This is definitely Warhammer 3 in the screenshot - it has the little "warn these guys to stop trespassing" button above Vashnaar's army and the settlement name for Sartosa is using Warhammer 3 aesthetics rather than Warhammer 2 (Warhammer 3 denotes walled settlements with a little golden "tower crenellations" icon above the name - visible here just above the "Sar" - while Warhammer 2 had the actual settlement name scroll gain crenellations along the top of it when a settlement had walls).

Migration campaigns are fun most of the time, and here you a small "incentive" for one.
You are right, random misfortune is just an incentive to play in a novel way. I use the no-reload setting in Baldur's Gate to stop myself always defaulting to the optimum path.

I had to deal with him in the exact same place yesterday in an Empire campaign. The trick is to bribe him to join one of your wars the instant you see him (before diplomacy penalties start growing).
I got him to suicide into Ikit’s faction who had taken Saratosa, a second army with two damaged units was left behind and I just executed that before it could recruit.
Haha, one of the more thematic places he could appear! I have not seen Vashnaar ever in WH3 so far, he definitely changed a few of my WH2 campaigns.
