A very brief overview is used:
Adobe audition - to take a small snippet of the song and make it loop seamlessly (although on Reddit it adds a couple of frames between loops so isn’t as smooth)
Adobe After Effects - all animations done inside there as well as applying effects to fire footage for the background and effects to clips from the music video.
Adobe Illustrator- Some text layout was created in here just so i could get the spacing and composition right but not loads.
With this sort of project I don’t really follow a plan as it’s a creative outlet away from the day job. The equivalent of just throwing paint at a canvas but in motion graphics.
TLDR; Adobe software, animation techniques picked up through practice, and blind creativity
