There's some nuance lost in translation. If you are a hard russian dude, you call only the closest friends "friends". Volkov says in an interview something along the lines of "I only call 2-3 people friends, and Sergei is more of a colleague", which Pavlovich meant exactly that.
Also the "it changes everything" refers to the fact that while he had an agreement with Volkov's team not to have a non-belt fight, he also mentioned that if they sign, he signs as well.
Sergei is just pissed that the fight doesn't make much sense to him, but there's much less drama than may seem

Pro fighting can get fucking weird.
In your typical office / blue collar / retail job, you generally have co-workers you are friendly with, but that friendship generally stays in the work place. You may hang out at work when on break, and even get along with each other in a way that is generally great. But despite that, you might never see each other outside of work. And there are guys at work who might be fucking pricks, but you will generally just go out of your way to avoid them.
But when you are a pro fighter, your workplace environment will include sparring partners, who may be future or past opponents. This means there is a bit of a duality to those professional relationships; on the one hand, you want to have a relaxed and friendly vibe with your sparring partners and help each other get better. On the other hand, for potential future opponents you might need to keep in mind that at some point you might need to beat the fuck out of each other. And for past opponents, you need to trust a person you may have hurt badly in a fight not not be carrying a grudge when doing high intensity drills.
