I’m going to hijack this, but do you have an actual citation of where internal employees can apply as externals to public postings? I got into a Friday afternoon disagreement with a recruiter about this who disqualified someone who made a 13 cert previously as an external, but took a 12 to get in the system and was unemployed, then we had another 13 open 6 months later to the public but now the recruiter is saying she isn’t eligible. My argument of “well if she would have stayed on unemployment then she would had been eligible why is getting a job hurting her” didn’t fly now we are meeting with her lead next week. If you have something it would save me some time

It says in the announcement that the job is open to US citizens. As for the rest of your question- I don’t even understand what you are asking.

It is open to US citizens. 1 posting for an internal and external cert. Current employee with 6 months time in grade applied based on outside experience, which she has and has made a 13 external cert before. Emailed the recruiter to confirm that she is not applying as an internal, aware that she will not make the internal cert, and only wants consideration based on non-gov experience. HR said she can’t do this and will be disqualified for the external due to lack of time in grade.

Did the same - you’re over thinking it. Are you a current employee? Why leave out relevant experience on your resume? That was my take, worked for me. Good luck.

30% DV only applies up to a GS11. Meaning VRE only gets you to a GS11, you’d get 10 point veteran preference points in any grad as long as you’re at least 30% service connected.
