I mean if you were qualified for the job, immediately. They may have had several applicants with more experience or vet preference; spousal preference; etc can't hurt to keep trying.

As soon as I see it posted. It could have been something as simple as you were the 2nd choice, but the hiring manager didn't pick an alternate. The person they selected initially accepted, but then declined. So now it's reannounced.

Its ongoing, doesn't mean it'll be the same office who previously interviewed you. You may get picked up by another.

Back when I was a HR assistant, the HR program that we use has that. It showed how many time you applied, what was the status and so on.

Depends on why you were rejected. Did they say you were qualified but not referred? Then try again. Did you get an interview but didn't get the job? They know who you are, but you never know. If they said you weren't qualified, don't bother unless you can remedy the deficiency.

Apply immediately. Who cares if you were rejected previously? There could have been a number of factors why you were rejected but you're not going to burn any bridges by continuing to apply.
