I can't answer your question, but I will say that this is not the first post I've seen that said "couldn't find silver until I (we) looked on the mountain Moder is on".

First mountain where Moder isn't there, close to main base, found 5 silver nodes pretty quick, with roughly 60 pieces each time. Except for the wolves, this was the quickest farm run I ever had.
Silver on a mountain biome isn't guaranteed. Taller mountain tend to have more, but silver doesn't spawn on a hill. Silver spawns on the plateaus, so the shape of the mountain plays a factor.
I've had relatively short mountains with 10+ veins and really tall mountains with only a few, or none at all.
The way it works is that it picks 10 random points within 9 meters from the vein center. If the distance between the lowest and the highest point is more than 3 meters the spawn position is not valid.
That's what makes the veins more likely be on even terrain but RNG affects this since it can for example pick only points from one side.
We have very few tall mountains on our current world so silver was hard for us to come by. It was only a couple veins in each ‘tall’ mountain.
May actually scout some world seeds out for the next update because this second world has been lacklustre.
Silver is only found above a certain altitude, so just being in a mountain biome isn't enough. It has to be a tall mountain.
Yeah this. If you find a big enough mountain you'll have more silver than you can ever use.

Probably because the moder spawn has the same altitude requirement that silver spawn has. Just a guess.
1-2 veins on the ‘normal’ mountains before Moder.
Found 23 on a big mountain so far.
My current playthrough, I explored 3 of the relatively immediate mountains around my base without finding any. Found 2 on the fourth mountain.

We got silver on a steep slope last night. Found it on our way to the ship when someone had a wishbone on as we dashed down.

Lucky seed. Sometimes you find several, sometimes you find zero.
20-40 would be quite typical. Mountains are actually something that's shared across seeds so it should be quite consistent.
