It's usually someone who ascribes to the Sovereign Citizen Movement. Sovereign Citizen movement is this idea that people can basically opt out of following laws and paying taxes by using pseudo-legal loopholes and weird arguments. People who buy into this stuff can end up in serious legal trouble, and it messes with society by promoting chaos and distrust in the legal system. Plus, some of their tactics can be straight-up illegal.

The guy across the cul-de-sac from my house has this thing flying 24/7. Seems like a nice enough guy from our limited interactions, and I think so long as the subject of common law courts and other sovcit nonsense doesn't come up, he will stay that way.
