Do you guys think that a mod based on "Leviathan" by Scott Westerfeld would be a good idea? It's basically steampunk WWI with genetic engineering and giant robots.
A comprehensive racial system with dwarves or elves or whatever having longer or shorter lifespan and specific INCLINATIONS (not stereotyping) to certain views or policies or occupations.

Cultures do have traits, so it’s possible you could give a trait to a culture that lowers mortality and fertility. Need to disable assimilation somehow though which might be difficult.

I'm not saying that, I think certain jobs should ATTRACT certain races without being better purely by race.
Just like how Irish people in the US were drawn to law enforcement.
This is fantasy. It makes sense that gnomes might be better at magical research than orcs or half orcs. The orcs may have some bonuses to soldiering etc.
There would have to be some era of great change occuring. Anbennar, for example, has the rise of Artificery. Victoria 3 would not offer much gameplay if PMs and technologies do not rapidly progress and change the scape of the world over the course of the game.
The conflict between industrialization and traditional magic/fantasy stuff. Victoria 3 is naturally about industrialization, you could take advantage of this. Have wizard or magic-aligned interest groups who oppose industrialization and favor using the old ways to get stuff done. It doesn't even have to be like real life where industrialization is clearly the better option- there could be powerful boons for committing to either method.
Avatar the last airbender the 100 years in the absence of the avatar could be interesting.
Dune's setting is made in a way very close to the pillars of Victoria 3 and would be great for the diplomatic plays. Even tho the intrigue is hard to model. Game of Thrones is a classic but maybe too stale. Something like Old World Blues for Hearts of Iron IV could be great. Alt History is always good and generally a simple fantasy story from your own ideas can also be great but harder too make content wise.
No idea if this is what you meant but just today I was thinking I want to mod in Werewolf pops to Transylvania when the game comes out. I don't know how to mod though lol.
I have two ideas, so once I learn how to play the game and mod it, I'll start developing it, but won't be saying anything so it remains a secret till then.
I think one looking at a transition from a generic Fantasy setting to a steam punk one could be great, especially as you get to deal with the ramifications upon your society. (Do you embrace the knew technology and ideas? Do you adapt to the changing times? Or do you try and maintain the old ways, even if it amounts to one heroic last stand before your nation falls into the dustbin of history?)

Anbennar is a Dnd-inspired mod that has a huge amount of content and support for eu4, and there’s already people doing dev for Vic3 as we speak.
A Kenshi mod might be interesting. Might be a better fit for CK3 though
