I do know that they sharpen the image, because due to compression it softens the image naturally. As long as the file size is below 300 I believe is the sweet spot. Also convert it to such sizes before IG touches it, less work on the system.
IG imo is dead, so I started to move my work to a website. The info above was great around 2021, unsure if much has changed as far as how they compress the content.

Export in full res, 30fps if possible
Use Handbrake to compress, export in lossless 2K so instagram doesn’t touch it. Use 30fps if possible.

I can tell you from experience that exporting VBR 1pass comes out better quality than 2 pass for Instagram after they've added their own compression etc
If you’re pushing something on YouTube, you need to push correct mapping for 709/bt2020 colour.
Getting around compression artefacts is only one part of dealing with YT, I just toss ProRes, HQ or lossless compressed FFV1 at it.
Ultimately, you having a completely encode controlled and self hosted files is more ideal.
This is why platforms like Odysee are very ideal for publishing comparison content, and publishing, SD archival media, Absolute encode control, zero re-encode on streaming to client side devices.
They use footage of other videographers as you probably know (this one is from skuraweekly). They upscale it with Topaz Video AI. What they are selling are the Topaz settings. The 10-15 sec reels with Topaz are always between 20-40mb (you export the main video to 1080p and let topaz upscale to 4k). When I then upload it, it's the same quality actually.

There is a setting buried inside the mobile Instagram app to force uploads at highest quality. I think it's in the data section? Maybe that (and a wifi connection) will give you a noticeable bump in upload quality?

Having never used Handbrake, why would you use it over Adobe Media Encoder?

Lighting and contrast are doing most of the heavy lifting here, IMO.
Second this. I struggle to even get good lighting / video quality of interior shots in daytime, let alone in the dark.
Agree. High contrast and clarity can create the appearance of sharpness. Note how the last shot - brightly lit in the tunnel - is not as tasty

It depends on what type of H.264 is encoded in. I’ve found H.265 to be a pain to work with.
