VTOL VR is made for VR controllers (it does not even support hotas as per the vision of the dev) and is definitively worth checking out, it is my favourite sitting VR game excluding racing sims.
Is it only multiplayer (how many people are currently playing it)/ what can you do? I see it is currently discounted, I know this game was an experiment made by the dev to fund multiplayer for VTOL VR as a small stand-alone game.
With racing games, I was mainly thinking about iRacing.
Not OP but uhh, what do you like so much about vtol? I tried it for a couple hours and i feel like i must be missing something. My impression was that the graphics are horrible, controls are difficult, it didn't feel especially immersive and i just couldn't find anything fun about it. Maybe i'd have felt differently about it in 2017? This is a genuine question by the way.

For people who like flight sims, it is like a wet dream, unless you only care about graphics. It has never stopped improving over time.
It's like being in a last gen fighter with all important systems accurately included but not in an overcomplicated manner. You can interact with everything in the cockpit.
It has a lot of workshop missions and campaigns, and it has multiplayer. Coordinating in a team to complete an online campaign is absolutely thrilling. It has in-game voice chat as well, which you control from the cockpit.
In less than 1h, you can learn everything you need to go fly on your own.
War Thunder is my go to sitting VR. War Thunder Sim. Found a YouTube video on how to setup for controller. Works really well. No need to touch the keyboard (game supports multiple inputs for an action, so pressing 4 buttons to retract landing gear is possible. It's actually retrieving flaps and landing gear at the same time).
Looking for the planes is awesome. Being inside the World War 2 cockpit propeller planes, insane view. Looking over the side, seeing the flames out of the exhaust. Or when in strike aircraft, seeing an engine on both sides, when looking left or right. That's da shit!
Needing the plane home, after taking damage, the euphoria after landing it (every landing you walk away from is a successful landing).
I don't play to win games, I play for the views. I do love the 190 tho, being up high, diving on Spitfires at nearly 800km/h. Amazing views, really. It's just arcade enough, not too hardcore simulator

That's why I love the way Arizona Sunshine 2 does it, you get to pick where the holster goes, how big the area of interaction is etc. Every game should have this, once I saw that I couldn't believe that option isn't in every game as a basic calibration setting.
Moss 1 & 2 were both like 90% fine sitting down, and were both great games.
Lucky's tale is fun to pick up and play whenever you have 5 minutes, and works great seated.
Stellaris: Ghost signal is a great seated game.
Max Mustard is good. Tetris Effect is great also, although the quest controls aren't that great. Tetris doesn't work well without a d pad. I kept laying bricks in the wrong place and I didn't have that problem with a regular controller.
Consider a swivel chair, then you can play any game while sitting down.
I find I can actually turn faster than standing up and a good chair has a thin enough seat that you can still do the walking motions, though you can’t physically crouch.
Add a ceiling mounted cable system and you’re golden.

Not what you asked but don't miss out on watching movies on bigscreen or skybox vr. Watching downloaded movies on my quest 2 + taking paxlovid made having covid for ten days a vacation for me last year. The sense of scale, familliar theater environment, and real-time screen reflections on the walls, really are surprisingly effective especially with a nice set of headphones and when you can be cozy in bed.

I Expect You to Die 1, 2, and 3. The best and most entertaining seated game I've ever played. The missions and puzzles are unique, challenging, hilarious, and interesting. Highly recommend.
Tons of games supported on UEVR, it is perfect for those. I’m playing some arcade racing games with an Xbox controller right now, going to start Vampyr soon, among many others.
Downtown Club on quest is fantastic; easily the best virtual steering wheel implementation I've seen in VR. This definitely breaks your no racing game rule, /but/ it has a free drive mode for cruising around fairly large and open environments (only one right now in early access but plenty more planned). One of the most immersive things I've done on the headset, especially since quest lets you queue up your own playlist in the background while you're driving.
Get [OVR Advanced Settings](https://store.steampowered.com/app/1009850/OVR_Advanced_Settings/) and use the space-drag feature. That makes almost all VR games playable seated.
Man I play every VR game sitting down. They almost all have controller-based rotation and movement, just like using any game-controller (especially any games ported to VR)
Moss is really good for sitting down but you can play a lot of games seated though they're not made for it like Skyrim, Fallout4, No Man's Sky, Half-Life Alyx etc. all you need to do is alter the default height a bit.
You are standing on a stationary platform that is like 5 meters wide… not much movement. You dodge back and forth and there is a sitting mode where you use left stick to move… have you played it before?

resident evil 4 for quest is really good sitting down. I really like how they moved the holster forward so it's not in your couch.

Underdogs, but honestly that's misleading:). You do need to play seated but it's a lot of arm movement. Moss games are pretty great for seated play

My friend played it seated while I played standing. It's easier to dodge bullets while standing, but it's playable seated and we both had fun.
I have a broken leg right now, and have been having fun playing Max Mustard. If you like platformers like Mario, you will enjoy this.
