Great find! This suggests that it was Pennsylvania Ave in front of the White House, though I still can’t quite place it. This must not have been exactly on Inauguration Day, though, as 10” of snow fell the night beforehand.

This might com as a surprise to you. Convict labor is still used to this day to to clean up litter along roads in various states. All of of the convicts that do this labor are compensated and given other privileges. They provide that labor because the correctional facilities trust them.
It doesn't surprise me, I know that convict labor is still used to this day. Sure, they're "compensated" alright - in the federal prison system, for example, they can earn up to a whopping 40 cents per hour.
Yeah, tbh I don't really care about the rights and freedoms of people who actively seek to harm our communities and who have been proven guilty of harming said communities. Obviously there's problems with false convictions and over prescribing prison sentences for minor crimes, but why tf should I care if a convicted murderer is being made to clean up trash on the side of the road for pennies. If you commit a heinous crime against society, then you owe a debt to society, this is how you repay that debt 🤷♂️

Yeah but it’s awkward as hell to run with a weighted ball shackled to your ankle. Especially because the chain was normally too short to be able to pick up the ball in your hands. That combined with your ankles being chained just close enough together so that you can’t get into a sprint makes getting away basically impossible.
In an era where black people were put in prison for loitering so that they could be forced into convict leasing then it makes no sense to degenerate them as convicts.
