After an hour went over to baggage services who told us they were going to our final destination (Houston). Annoying because we had to go back through security again. It was ok in the end, but lots of different answers at both narita and Calgary.
Check the little tag they give you when they tag your bags in Narita. It will show all destinations for the bag from the bottom up, and the final destination is at the top of the list of stops

Don't forget to get the ArriveCan app and fill it out ahead. The lineup on arriving from Narita to YYC was quite long. We were in and out immigration in five minutes.
The Advance Declaration via the ArriveCAN app is totally optional now; I would not recommend using it, and instead process a CBSA customs declaration via a self-serve terminal kiosk inside the YYC customs area.
If YYC is the traveler's first point of entry to Canada, they must pick up their bags & clear customs before continuing on to YWG.
Rest assured, the CBSA customs area is well-marked in Calgary.
YYC is a ITD port, baggage get checked through unless CBSA determines your flight to have bags passed through customs. Having to pick up, bring through customs and recheck is the old policy. No one enjoyed that hence the introduction of ITD connections. If CBSA determines your checked bag to require inspection, CBSA can pull that bag, or the entire flight's bag if they determine so, and allow other bags to just pass.
Japan-YYC-Canada on WestJet-WestJet is ITD eligable, and therefore, the OP will not be required to pick up their bag.
Correct! As you enter Customs follow the purple ‘connections’ signs. Have your inbound (NRT - YYC) and outbound (YYC - YWG) boarding passes available. You do not exit. You do not pick up your bags. You do not have to re-clear security (retired WJ employee).

Pretty sure if you’re continuing on a domestic flight you do have to get your checked bag and clear customs. Ask the NRT agents to confirm though

The bags will go straight to Winnipeg unless CBSA wants to take a look at them. Make sure the tag shows a final destination of YWG
