Crab pots are traps put in the water to catch crabs. One of those is placed on the buoy for the pot to show it is registered with the state.
ODFW = Oregon Dept of Fish and Wildlife. It’s a crab pot tag from a vessel named Hecate from 2013 to 2014, likely lost on the bottom when the rope broke and eventually the little zip-tie holding the tag on broke and the tag floated to shore.
