I don’t know about anyone else, but I do it on on my iphone. I screenshot the picture, then use the markup feature and draw over it with my finger.
As far as tablets that plug into computers go, check out Huion. They have some that are comparable to Wacom in quality, but not quite so expensive.
Wacom's quality has gone down a lot over the years. I suggest Huion or XP-pen! I've had very good experiences with both of them for very good prices.
A lot of people are probably just using their phone's photo app though! If you go to edit the photo, play around with the buttons a little. You should be able to find a section with a colored pencil you can doodle on your phone screen with

Also on the left hand bar (with the brush size sliders) at the bottom there’s two arrows for Undo and Redo. I usually use the two-finger tap shortcut instead, but just incase you find it easier!

It has a handle, so some kind of a cup? - one could say a foaming stein of beer, excepting there's no flat bottom. OK, now I'll see what others have made of it.

Probably iPads, there’s lots of software like Procreate or Photoshop where you can import photos to draw over
Thanks. I tried Pro Create some time ago. It was fun. But I wish it had an undo button.
tap the screen with two fingers to undo on procreate! and if you undo too much, tap with three fingers to redo :)
