You wouldn't take food straight out of a stovetop pan and put it in your mouth. You wouldn't take food straight out of an oven and eat it. You're not supposed to do that with microwaves.
All "microwave hot+cold" memes are saying is "I'm bad at cooking."
You'll probably think I'm crazy but if you actually double the cook time and set your microwave power level to half power you'll likely have a better and more evenly cooked meal
I don't even use microwaves anymore for this exact reason. I just reheat my food in the oven or use the reheat setting on my air fryer, comes out perfect everytime.

Everytime I put two hot pockets in the microwave it only targets one and I have to separate the cold one and do it all over again

Like the other guy said it's due to standing waves. Better to place the food off-center but not always possible

It works like an oven, don't cook things at 2000F and for 2 minutes, instead of 200F and for 20 minutes

move all the food to the edge of the bowl so it makes the empty space in the middle like a donut and it will heat all the food evenly
