Florida guy here (Miami, Fort Lauderdale, Stuart, Ft. Pierce, TampaBay/Clearwater). Unless you have very thin blood - 4/3 will do just fine as long as it's a decent suit. The guys at Good Breeze Kiteboarding are very friendly and know the local spots in the Cocoa Beach area.
Indian river has a bunch of spots in Brevard county. Kelly park and 520 slick always have people.

What’s the 100 degree rule?
Combo of the water temp and the air temp > 100F. Frankly my preference would be over 120 before I even want to get wet.
Last time I wore my 5/4 that number would have been about 78. You could comfortably get away with a 4/3 at 100 I’d think.
