Even with the Dinar/Bullion system being added, I'm not sure if the Normal colorations will be buyable. Unless I missed something, the vendor for items will have Myth track gear, meaning Heroic and lower difficulty appearances probably won't be obtainable.
There is a vendor that just sells the mog, separate from the gear. They sell 4 versions of each item, one for each difficulty, for one bullion each. The most cost effective way would be of course to buy the gear which starts at lfr and upgrade it all the way to myth and get all the appearances but that's not feasible for most people. Plus you can only do that for weapons, not tier.
There is a specific vendor that has items listed as cosmetic where you can buy weapons/offhands of all PvE color variations on the PTR. It also has the slime cat mount from SL on that vendor.
In season 4 you will get tokens (I can’t remember the name) that will let you buy weapons and trinkets for 2 each or the transmog of all the appearances in all the raids for 1 each. The gear will start at LFR ilvl and can be taken right to the top of myth with crests.
Edit: I should add that how we get them and how many we’ll get isn’t currently known.

Yes it’s almost all Antorus Mythic, we have been running it for fun for the past couple weeks and I got lucky on my priest and snagged it all, but the staff I’m not sure - nice staff though! I love this set! Now I’m trying to get other sets on other toons and of course def not that lucky again lol!

The whole set is basically mythic Antorus set. Tuure, Beacon of the Naaru has some great appearances that fit this set really well too!

This is the only mount that uses the same fire texture as the ashes of al'ar. It's my favorite set in the game for that exact reason!
