I remember reading about it a while ago, it's 50 lanes but only for a short distance preceding some tolls, before and after that it's a much more modest 4-lane road. And it's almost never as busy as in the picture, that image was captured during annual peak traffic at the end of golden week.
As always, depends on where, but there are a few places where a few megalomaniac dictators love their massive (And often empty) roads in newly built administrative cities / capital. Egypt's New Administrative Capital and Yamoussoukro come to mind.

I remember reading about a Chinese traffic jam that was DAYS long. Everyone was abandoning their car and walking, which made the jam worse.
