Indeed. Belgium and France used to be both Gallo-Roman. In the third century the Franks crossed the rhine and settled in what is now Flanders and became the majority group. Creating the modern language border in Belgium. Plus Dutch is a language that decents from the Frankish language. Plus both royal houses of the frankish empire have there origins in Belgium. France was and still is mostly Gallo-Roman. With only realy the upper class being from Frankish decent.
It's entirely by design - take the median of the words that are most faithfully shared between the four largest Romance languages plus Latin itself, and simplify the grammar.
I think they actually went with English grammar, believe it or not. And they also took into consideration english vocabulary (giving preference to words that French, Spanish-portuguese or Italian shared _that also_ appeared in English over those that did not)
Funny thing is only foreigners are trying to figure in what group we belong, we just don't care we're a group in it's own right
