There are people in charge of updating the wiki, it’s more that the wiki has nearly 2,000 pages and that it takes time to create lore and write it out in a cohesive and understandable manner :)
(Also I’m not sure how having an lore bible doc in addition of the wiki would make either be any more frequently updated)

Especially since most of the time it's written from an "in universe" perspective from the Order of the Chroniclers. People making those kinds of pages are basically like Writters, but for webpages instead of loc that goes inside the mod.
A single doc with all the lore is wildly impractical. This world is *huge*.
The wiki is perfectly fine.
Maybe you want something intoductory, in which case there are two primers on discord, each for the CK3 mod and the EU4 mod respectively.
Those should fit your need quite nicely.

There is the Aeon timeline as reference for contributors, but I think this is in part also outdated.
