I don't know how traffic control is defined by law. Iirc it's traffic lights, and if someone is directing traffic. I'm not certain though.
In the strictest terms it sounds like a U-turn in a traffic circle is allowed but I'm not sure why they would be when the intersection itself is designed to so-easily turn around in, in the first place.
tl;dr I think they are uncontrolled AND I also think people shouldn't U-turn in them.
