Some of these in northern ireland have burnt peoples houses down a few years ago. Other years it melts the windows etc of peoples houses. It might surprise some people but some of these are actually lit right beside a hospital in Belfast, also another one almost right in the city centre.
They make hundreds of these all over northern ireland every year. A lot of them are hate fests were they burn Irish flags, sing anti Catholic songs etc. There's been years were people have fell off them and died. Last year another guy fell off one and was seriously injured. A few years ago one collapsed and burnt 2 peoples houses down. Just Google 11th night bonfires for anyone interested.
When i was young, the bonfires were maybe no more than 15 feet high, and just thrown together with random bits of discarded wood, maybe the odd mattress. Even just one pallet would be a luxury.
I don't know what changed for people to think these monstrosities are a good idea. My guess it's the same mindset as people who fill their garden with a gazillion decorations at Halloween or Christmas. The mindset of thinking that they can, but not smart enough to question whether they should.

For every pallet I find, I find a rotten one next to it. These things are rapidly decaying constantly. Sometimes they get infested, too. I get why its annoying to see but the only real solution is to not use wooden pallets anymore.. which isn't super realistic.
