They’re declaring the state of emergency to unlock additional government funding for overtime pay for first responders.
I know a number of Texas cities issued disaster declarations. But that's preemptive so that more assets are available should they be needed. I think the idea is that this formalizes things so that more emergency services can be ready to react...more firefighters, police officers, EMS, etc on shift than on a normal Monday. This seems to be more a thing in the smaller cities/counties which are right near the center of the path of totality and are expecting what amounts to a doubling of their population on Monday (at least that's the numbers I've heard for Kaufman county).
The idea of stocking up on gas, making sure you have food and water is just in case you get stuck in traffic for hours and hours (again, more likely in areas outside big cities of the Metroplex). Better to have what you need than get stuck and become part of the problem, particularly if emergency services get overwhelmed.

But in the smaller cities on the smaller highways, there definitely could be issues just with there being a whole lot more people than the cities can reasonably handle.

Is your family going to be home? What are you not feeling safe about exactly in regards to your family?
If they’re going to a massive crowded area, then I’d reserve the same amount of worry that you’d normally have given whatever size of crowd it is.
Otherwise the traffic will be worse for part of the day and the sky is going to be dark for a few minutes and then return to light again.
Not sure what you're expecting, but it's mostly going to be an increase in traffic. Some people are already here and in the hotels/motels. If you don't notice a difference now, then you have little to worry about.
i remember trying to go home from work on the day before thanksgiving. cluster fuck nightmare. 75 min drive turned into 4 hour bumper to bumper traffic. i don’t expect it to be that bad, but planned your trip accordingly
I think it's kind of like the Super Bowl in a way right? All these people in town for this "event". I assume the kiddos will be at school and that might be very cool and memorable for them. I think it will be fine, but I understand completely if you don't want to be out driving.

If your going to use PTO submit it now and let your team no the eclipse lasts 4 minutes and is proof the world doesn't stop rotating. The money we are gaining on those 4 minutes greatly outweigh anything looking at the sun and moon at the same time will.
