That's funny, that's why I picked River and Jack, both great people but not above a gun (or a clever placed kiss) haha. The most professor like doctor, so 12 for the brains and to keep things on track ( he's my absolute favorite too so I'd want to adventure with him anyway). Bringing 11 to notice weird details and because he was unpredictable in a way that could keep enemies on their toes (more than usual). Also I think 11/12 would put on a good cop/bad cop routine (and 12 being upset his angry eyebrows makes him permanent bad cop).
Honestly, pretty great lineup, I just chose 9 over 11 because I feel like he would be a guy that could get along with most people and can easily get his point across in sarcastic ways
He's so friendly, you have The Ears and Eyebrows, it's a strong team too haha. I loved 9, wish we had more with him. I chose 11 for a similar reason, he was friendly to most he met. In terms of serious to ridiculous to me it went 12, 10, 13 (they almost tie 13 and 9 but the discover yourself arc was played more angsty than the redemption one to me), 9, 11. So I picked the one on each side of the serious to ridiculous spectrum, which is similar to the friendly spectrum I think. 9 came across more relatable than 11, more man of the people.
In canon he's seen as charming haha. Most, if not all of the companions and Doctors who met him love him to pieces. Plus tons of aliens apparently. Feelings for the actor aside he's a solid charming, mildly sleezy character (also from someone who hasn't seen Classic who or Torchwood, there might be better diplomats idk). Him also loving guns and crazy gadgets is a plus. Not a bad deal for $2.
The only time he actually wields guns are season finales or against robots if you recall. How many people has he shot? Maybe a Dalek here and there but there's low likelihood of talking your way out of a fight with them (plus if you recall Clara killed quite a few Daleks with lasers herself. Martha, River, Rose, Missy all used guns. Bill even tried shooting the Doctor). His gadgets were the biggest plus to him. His many teleporters, time watches, space ships, etc are much more handy than his guns. And yes sometimes you need someone to fire a weapon. Having River and Jack are fine, they both use their brains first and blast second usually (partially thanks to Doctors influence).

Question is, when in their timeline do you get them? Having Time Lord Victorious Ten show up to save the day is *very* different from a younger version of Ten, while early-days Twelve is outright liable to just use you as canon fodder for information gathering. I'm going to assume any time after a character/Doctor's first episode(/regeneration crisis) is fair game, and it'd be random.
Also I'd be tempted to go for three $5 ones, or *maybe* throw in a one $4 and a companion at a push, but let's make it interesting and restrict myself to one per row.
Sooo.....I'd probably choose Four, Thirteen, and Two as they're the most consistently heroic(no real chance of getting a Time Lord Victorious or anything), and also bring different strengths to the table. Four is just an all-around legend, Thirteen has the most experience with the least trauma compared to the other post-Time War doctors, and Two....okay, I just kinda prefer Troughton over Davison lol.
Companions would be Captain Jack and probably...Bill, I guess. Clara and Bill are high risk/reward characters, since you either get someone who is completely useless or a quasi-immortal with universe hopping abilities. Hard to pick Clara over Jack who, worst case scenario is from the far future and a Time Agent, while an early Rose is only mildly more competent than an early Bill. Barbara and Graham are cool but a bit too on the normal person side, while Yaz as ever, is certainly one of the options.

Clara, Bill, Jack and Rose are all effectively immortal so can do any tasks required (assuming Rose is still Bad Wolf)

$5 left. I think I actually want to flesh this out with some bright companions who can do a good Doctor impression (or operate very independently) if they have to. That’ll be Clara, Martha, and Yaz. They all can hold their own pretty well when they have to!

And the Thirteenth can be nasty and sneaky, which will pair well with the Umbrella Man.
As for Barbara? She drove a lorry through a bunch of daleks. She's a certified badass who never loses her cool. Best bargain on this list by far.

12 and 7 for $9. Then Jack and Ace for 4. Then pick Bill, Graham and Yaz for $3. Enough expendables for 7 to manipulate for victory while having a few good fighters.
11, 10, River and Jack. 11 and 10 can work together well (day of the doctor), and the mix of 11's influence and whimsical plans matched with 10's intimidating and powerful presence would be enough to make me run if i were to make the Doctor my enemy lol. River and Jack are there in case anyone needs to be shot, or in Jack's case, a good bluff or distraction if the time calls for it. They are also all my favorite characters so im bias :)

11, 10, River and Jack. 11 and 10 can work together well (day of the doctor), and the mix of 11's influence and whimsical plans matched with 10's intimidating and powerful presence would be enough to make me run if i were to make the Doctor my enemy lol. River and Jack are there in case anyone needs to be shot, or in Jack's case, a good bluff or distraction if the time calls for it. They are also all my favorite characters so im bias :)

Jack, Rose, and Martha are ridiculously low on this list, and honestly, 13 is unreasonably high. Not for nothing, but both Jack and Sara Jane had their own damn spinoffs, both of which those characters themselves saved the universe. Swap Rose for Clara and I'll take the entire $2 row. With $5 left over to buy chips from Bill.
