You put it back into drive. The only reason it does that is so you dont ruin your transmission going back into gear. Gears are chosen by vehicle speed and rpm by the computer. Im not sure how a normal person would ever encounter your problem actually. Are you trying to rev you engine at that speed?

It’s not even the limiter, it’s the fact the RPM’s don’t go back down when I’m in neutral and the vehicle is moving. It just stays up.

We aren’t seeing all the drivers inputs, do you have the pedal down when this is happening? If so, it’s normal. 4000rpm is the rev limit out of gear on dodges, or fuel cut out on manuals. Are you trying to drop it into drive at 4000rpm?

I think he's trying to rev it while driving. Not redlining but revving. But the rpms stay up after first one?

You can’t redline them out of gear, 4000 rpm is the max in neutral

same here i have a 2014 limited 5.7 and i hate the rev limiter man i wish the car would just redline like menace
