i tried recently when i forced to win a drake fight with only 2 healing items it worked im sure it's not intended and will get patched later
I wouldn't be surprised if it was intended, a lot of games give you a grace period before death, a hidden 1hp health gate, or as this one does, a very brief period to heal yourself.
It is absolutely intended. You have until you hit the ground to heal from 0HP. The item hotkeys work as well, no need to open the menu.
