When I highlight black I usually use another color as well as gray. Either bluish or greenish gray can work. There are some good color tones with this in them or you can mix yourself. I don't remember the names exactly, but I think I go thunderhawk -> fenrisian gray or something like that. My base is contrast black templar mixed with space wolves gray though so little different than your black. I do like black scropions though! I've done that myself with one of my units! Both to match with my color scheme as a whole and since they are more kind of "ninjas" in my mind.

Neon green does not really fit for space elf ninjas for me xD

I really like the dark color scheme. For the armor could try something like this in the video, but with green-ish colors instead of blue-ish and maybe starting with very dark green instead of black. I'm very curious to see how it would look like on scorpions https://youtu.be/CUM1ShfnrD0?si=GoHWYZmg4c8IWRzo I'm doing it for my ulthwe guardians and for how easy it is they look pretty nice Also the white base affects your perception of the colors on the model, so I would paint it black (unless you are going for a snow theme)

The armour is a very dark green already, but it looks more like black. Should I pop in some brighter colours?

I think if you want to make it pop a bit more and add some volume, you can drybrush with lighter green and then use diluted contrast paint or vallejo xpress snake green (you can also use contrast/xpress medium mixed with paint) over the entire armour to smooth it out and bring the tone down more again

Just get your green on the palette and mix in a little bit of a bright skin color to make a brighter green.
